The Operational Best Practices serve as the foundation for the development of program templates that members may implement in their cities.

Each template is intentionally broad to meet a majority of operational structures. Before adopting any policy, it is imperative that the content is carefully reviewed to ensure it appropriately addresses your entity’s operations.

Members are encouraged to use their Grant Grant Program funds to help implement and manage these policies and programs.
